Ivan Linhart Managing Director Ivan has an MA in International Relations from Nottingham University and a BSc in Mathematics from King’s College London. After training as an accountant he joined Linpico (formerly Geomar International) in 1993, taking over as Managing Director and main shareholder in 1998. Ivan has worked as an expert on donor funded projects in the areas of trade, private sector development, public finance management and aid management, including as Team Leader on a Technical Assistance Project supporting the National Authorising Officer in Solomon Islands. Eric Saint-Flour Head of Administration - IT Support & Communications Eric graduated from the Bordeaux University of Technology in 1985 before joining the U.S Department of State Diplomatic Missions in France in June 1986. He is a Microsoft Certified Professional and his main area of expertise is the systems administration of computer local and worldwide area networks (LAN & WAN). He has a long experience in the general management of public entities. He also holds a degree in the Management and Business Administration for Small and Medium Enterprises (SMEs) of the private sector. Eric joined LINPICO in November 2007 and since then he managed a few development aid projects in Africa, especially in Ivory Coast, funded by the European Commission and the World Bank. Priscilla Colombier Head of Finance Holder of a Certificate of Higher Technician in accounting and management of organisations. After 10 years of professional experience in an accounting firm, Priscilla joined Linpico in January 2018 where she holds the position of Head of Finance. Floriane Ciravegna Accounting Assistant Holder of a Master’s Degree in Management Sciences specialising in Corporate Finance and Management Control. After 8 years of experience in administrative and accounting management of SMEs, Floriane joined Linpico in May 2018 where she holds the position of accounting assistant. . Christina Filip Junior Project Manager Recent graduate of a bachelor’s degree in Commerce with a double major in Finance and International Business from Concordia University, Montreal. After working as a corporate administrator for Maples Group in Montreal, Christina joined Linpico in October 2022 as an administrative assistant. She is bilingual in French and English and speaks fluently Romanian. Olivia Ongoto Project Manager at Linpico West Africa Olivia Ongoto joined Linpico in June, 2009 so as to coordinate the Contracts-Finance department. She previously worked for Arval –BNP Paribas group- as a financial analyst and has also worked in the strategy and development sector with Pro Natura and in the active management sector with Neuflize Bank. Olivia has a Master II in Financial Engineering and a BSc in Finance, Marketing and Management from l’ISEG, Toulouse (France). Being bilingual (French-English), Mrs Ongoto specialises in the financial management of development projects. Her particular interest in the development industry has been motivated by her varied experience in the financial sector. Issa Gnanou Project Manager at Linpico West Africa Issa Gnanou joined Linpico in January 2020 to strengthen the West African Regional Office (LWA) team based in Ouagadougou. He previously worked for non-governmental organizations (NGOs) as administrative and financial manager of development projects and programs. Issa holds a Master’s Degree in Management Science (MSG) from Ouaga 2 University. Issa specializes in the management of French-speaking projects in Sub-Saharan Africa. Gautamm Dalmia Country Director at Linpico India Gautamm is a Chartered Accountant (CA) from the Institute of Chartered Accountants of India (ICAI) and Graduate in Bachelor of Commerce (Honours) from Calcutta University. He has over two decades of experience in providing strategic advisory services to the Govt. & public sector, private sector, and international development organisations. He has a proven track record in leading projects, people, and systems, and partnering with the International Development Agencies. He has extensive experience of working with all the layers of Government, viz. Federal, Sub-national and Local and Donor agencies like The World Bank Group, ADB, JICA, FCDO, European Commission, etc and is familiar with their funding procedures and Project Cycle Management. He has experience of manging numerous projects across sectors i.e., Urban, Rural, Health, Power, Utility, Infrastructure, Education, etc.) amidst Asia, Africa, MENA, European Counties. Prior to joining Linpico, he was associated with one of the largest multinational professional consulting firm. Rahul Jhunjhunwala Associate Director Rahul is a Chartered Accountants from the Institute of Chartered Accountants of India (ICAI). He has more than 14 years of technical and managerial experience of working with government and private sector and business development. He played key role as a project manager for multiple large scale transformational projects funded by international development organisations (ADB, World Bank). He has experience in multiple sectors (Urban, Rural, Power, Infrastructure, Transport, Education, etc.) across various countries. He is fluent in English, Hindi, and Bengali. Prior to that he worked as Manager for business consulting with multinational professional consulting firms. Rahul joined Linpico in June 2022. Prior to joining Linpico, he was associated with one of the largest multinational professional consulting firm. Gaurav Yadav Associate Director Gaurav is a Chartered Accountant from the Institute of Chartered Accountants of India (ICAI) and Graduate in Bachelor of Commerce (Honours) from Delhi University. He also holds Professional Diploma in Public Procurement from AIMA powered by World Bank and Certificates in Public Finance Management from IMF, World Bank and ICAI. He has overall 15 years of experience in international development, public sector, and public finance management across various countries. He managed projects at all the three tiers of govts. including other public/private sector organisations. He also managed projects funded by international development organisations like World Bank, ADB, EC, FCDO, Global Fund, etc. He is fluent in English and Hindi. Gaurav joined Linpico in November 2022. Prior to joining Linpico, he was working with one of the largest multinational professional consulting firm. Ayushi Goyal Project Manager at Linpico India Ayushi is a development professional with more than 10 years of experience in consulting. She has done Masters in Business Administration, Marketing and certification in Public Policy from London School of Economics. She has joined Linpico in 2022 and prior to that, she worked as a Senior Consultant for Risk Management with Multinational management consultancy firms for India, Nepal, Bhutan region. She has experience of working with government sector and possess the technical and managerial experience in large-scale projects funded by donor agencies like the World Bank, ADB, DFID etc. She has experience in public financial management, capacity assessment, financial management system review, post procurement review, due diligence, onsite verification etc. She speaks in English and Hindi. Mayank Shekhar Singh Manager Mayank is a Master in Business Administration (Finance) and is an Accounting Technician from the Institute of Chartered Accountants of India (ICAI). He has around 17 years of experience in managing the projects across sectors like education, power, WASH, urban, rural, across all the three tiers of Govt. & Public sector and Private sectors in various countries. He also managed and worked as expert in large scale projects funded by donor agencies like the World Bank, ADB, DFID, etc. He speaks in English, Hindi and Bengali. Mayank joined Linpico India team in July 2022. Prior to that he worked for business consulting line of service in a Multinational Professional Consulting firm. Amit Singh Assistant Manager Amit holds Master’s in Business Administration (Finance) and is a Certified Accounting Technician from Institute of Chartered Accountant of India (ICAI). He has over 12 years of experience with the government and private sector for multiple large-scale transformational projects funded by donor agencies like the World Bank, ADB, JICA, AFD, etc. He has experience in executing and managing the projects spanning multiple sectors like manufacturing, health, construction, NGO, urban, rural, power, infrastructure, education, etc. across countries. He speaks English and Hindi. He joined Linpico in March 2022. Prior to that he worked for business consulting line of service in a Multinational Professional Consulting firm. Sachin Kumar Assistant Manager Sachin is holder of a Master in Business Administration (Finance) and is a Certified Industrial Accountant from ICA. He has around 12 years of work experience in financial management and accounting across the Public and Private sectors in India in large scale projects funded by donor agencies like the World Bank, ADB, etc. He speaks in English, Hindi and Bengali. Sachin joined Linpico India team in March 2022. Prior to that he worked for business consulting line of service in a Multinational Professional Consulting firm. | Victoria Seaton Director Victoria gained a degree in History and then completed an MBA, specialising in marketing, organisational behaviour and organisational culture. From 1993 to 2001 she worked as a Change Management consultant in the Private Sector helping companies, in several different business sectors, define and implement new strategies. Since 1999 Ms Seaton has been a Director of Linpico responsible for Finance, as well as the in-house Change Management and Training expert. Axel Cambrillat Project Director Axel holds a Masters II degree in Finance (IAE, Nice) and a Masters degree in Law (Paris I – Panthéon – Sorbonne). He is specialized in the management and monitoring of Governance, Public Finance, Economic and Private Sector Development projects. Axel joined LINPICO in 2000 after working in the private banking sector, and has subsequently managed numerous projects in Sub-Saharan Africa, the Indian Ocean, Maghreb and the Caribbean. He is responsible for French speaking Projects at LINPICO and has in-depth knowledge and experience of the main Donor procedures (EU, WB, AfDB, etc.) as well as Framework Logical Analysis and Project Cycle Management. Ismaël Amoussa Project Director at Linpico West Africa Ismaël Amoussa joined Linpico in April 2007 as a French project manager. He previously worked as a project management assistant for the Department of Structural Funds and International Cooperation of the UEMOA. He has also worked as part of the Italian NGO Manitese in Burkina Faso and Benin. Ismaël has a Master II in International Economy (Grenoble, France), a Masters in Political Science, a D.U in Techniques and Politics of International Cooperation and a Bachelor in International Economy, Money and Finance (Toulouse, France). Mr Amoussa’s joint political and economic background and his experience with both donors and beneficiaries led him to join Linpico and he currently works in the institutional support sector (public finance, aid management, private sector) He speaks French, English, Mossi (Burkina Faso) and Bambara (West Africa). Julie Duluc EU Framework Contract Director Julie joined Linpico in July 2018 to manage the new EU Framework Contract Lot 5 (Budget Support), for which Linpico is leading a Consortium. She has been working in the field of international development for over 8 years, starting with the UNDP Gender Team in 2012. Since then, Julie has specialised in tendering and implementing donor-funded programs, with a strong focus on EU funded projects and proposal writing. Her projects have ranged in areas covering education, employment, governance, gender equality, economic and social inclusion, rural development and public finance. Julie's experience includes working for development consultancies (AECOM and Linpico), but also for a multilateral organisation (UNDP) and international NGOs (Plan International and the British Council), which has given her a comprehensive overview of the international development sector. Paulina Toporek EU Framework Contract Director Paulina Toporek holds a Certificate in Public Financial Management from the International Monetary Fund and a MA in Applied Linguistics (English, French). Her professional path through EU framework contracts started in 2009 and, at some point, led her to the role of a Director of a Framework Contracts Department. She has experience as both Bidding and Project Manager of the EU-funded projects, liaising with business partners and individual consultants, negotiating contractual conditions, preparing technical offers, managing the awarded projects, providing quality control and proofreading of project outputs, etc. She was a director of a 5-year Technical Assistance project “EU Roadmaps for cooperation and engagement with Civil Society Organisations” aiming to develop a common strategic framework for the engagement of EU Delegations and Member States with civil society at country level. Since 2017 she has been acting as a president of an NGO providing social and educational support to disadvantaged groups and worked as a specialist for a foundation for cross-sectoral dialogue, integrating business and academia. She regularly cooperates with universities and academics providing translations and proofreading of scientific articles and publications. Since March 2024 at Linpico she has been working mostly under lots 6 (Public Finance Management and Budget Support) and 16 (Evaluation at intervention level). Witold Dubus Project Manager Witold worked in various international organisations notably in India, Lebanon, Morocco, Poland, Spain; and cumulates over 2 years’ experience in the International Development sector. Witold is a graduate of the Erasmus Mundus Master’s Degree centred on Mediterranean Cooperation, and also holds a Bachelor’s Degree in Middle Eastern Studies from SOAS - the School of Oriental and African Studies in London. He speaks fluently English, French and Polish as well as conversational Spanish, and notions of a few other languages. He joined Linpico as an internationally based Project Manager in 2021. Laury Incorvaia Project Director Laury joined Linpico in February 2013 as Project Director after being based in the UK since 2000, where he has worked in project management with international development consultancies and NGOs. During this time, he has also gained an MA in Cultural Anthropology, a BA hons in Business Administration, and a post-graduate diploma in Development Education from London South Bank University. Laury has experience in North and Sub-saharan Africa and Latin America in the rural development and education sectors, with donors such as the EU, Danida and DFID. His main interest is agroecology and he has worked with smallholders and farmers organisations in structuring organic cooperatives in Morocco. He is a native French and Italian speaker, and also speaks fluent English and Spanish. Virginie Charransol Financial Assistant Virginie joined the “Contract-Finance” department of Linpico in September 2011. She has a European Diploma of Superior Studies in Management and Administration of SMEs (DEES GEST). She also undertook studies in Business Accounting and Finance, which enabled her to develop an enhanced understanding of business and its management. Since she joined Linpico, Virginie has acquired a particular interest in the development and technical assistance sector. Muriel Fernandez Moreno Project Manager-Head of Quality Assurance Holder of a DESS ILTS in Paris VII (Master II in Technical Translation (French, English, Spanish), Muriel joined Linpico in 2009. Previously, she worked as a Communication Assistant at the Vins de Provence in the departments responsible for the media plan, press relations, the organization of seminars and international competitions, and for the management of wines appellation approval procedures. She also worked as a Technical Writer/Translator in Paris where she designed User Guides for Financial and HR Management Software (IBM, ORACLE, etc.) and as a designer of Minitel services (former French Internet sites) for the Ile de France Regional Council, producing and displaying Information on development, environment, and local planning. Badal Tyagi Project manager Badal is a qualified Chartered Accountant from The Institute of Chartered Accountants of India. Badal has experience more than 9 years in the areas of international development, public sector, and public finance management across various countries. He has managed projects in all the three tiers of govts. including other public/private sector organisations, funded by agencies like the World Bank, EC, FCDO, Global Fund and USAID. He is fluent in English and Hindi. He had joined us in March 2023, and prior to that he was working with one of the largest multinational professional consulting firms. Anika Kalyani Project manager Anika has a Bachelor's degree in Commerce(honours), specializing in Finance from Calcutta University, and 4 years of experience in financial analysis, asset market risks, marketing, macroeconomic factors and regulatory affairs to identify market risks and opportunities. She also has knowledge of BPR, and has provided market insights to clients and internal stakeholders. Anika exhibits fluency in English, Hindi, and Bengali, and also knows basic German. She had joined us in April 2023, and prior to that she was working as a financial advisor in a capital market consultancy. Pooja Sharma Project manager Pooja is a Chartered Accountant from the Institute of Chartered Accountants of India (ICAI) with over 5 years of experience in technical and managerial roles. She has worked with both government and private sectors and has a strong background in Public Finance Management. Pooja has experience in working on multiple large-scale projects funded by international development organizations such as the ADB, World Bank, European Commission, Global Fund etc. She has also experience of working with various sectors, such as urban, rural, and education. Before joining Linpico in March 2023, Pooja worked as a Senior Consultant for business consulting with a multinational professional consulting firm. Shreya Jain Project manager Shreya holds a Master’s degree in public administration and a Bachelor's degree in Commerce from the University of Rajasthan. She is certified in Public Financial Management and has gained experiences in optimizing resource allocation and enhancing fiscal efficiency with the local government and the public sector. In her previous employment, she worked in the startup ecosystem driving financial and operational efficiency and has interned with a media house, conducting research in policy issues related to urban development and democratic governance. Shreya is fluent in English and Hindi languages. She joined Linpico in August 2023. |
